Websites take 1 to 3 weeks and apps 4 to 16, depending on the level. Your quote states the timeline before you sign.
Yes: your domain, your store accounts and, at final payment, the complete source code of your app. Under the rental option, the app lives under Eternity's accounts while the service lasts, with a purchase option from month 12.
In milestones, against deliverables you can see: for apps, 50% at signing, 25% with the working demo and 25% against approved publication. For websites, 50% upfront and 50% against the published site. Subscription products are paid monthly.
